If you examine Jamaica’s budgets there have always been the following themes; 1) use the bulk of the revenue to service debt, 2) appease the populace by throwing them some benefit, 3) picking on the few that are actually tax compliant to pay more taxes, cigarettes, liquor, banks, tourism and finally and most importantly no strategic plan or focus on growth through stimulus. |
